I hit this a long while back, and here's what I found

situation before, and have successfully done the recommended local fix --
20/08/05 APPLY CHECK for sysmods UI67319, UI65815, UI67709,
UI68251 is failing with:
GIM24608E ** SHELLSCR ENTRY BBLS1803 IS NEEDE
IBM does post an exported HTML copy of the Upgrade Workflow on the internet,
so you wouldn't need to bring z/OSMF up, to get a copy. I don't know if the
HTML is easy to use, but there is an alternative.

I checked my z/OS 2.4 system.
At RSU2008, the zlibs were truncated.
At RUS2212, the files were restored to what appears to be proper length ---
UJ09020 is the latest PTF for this part, at RSU2212.

I encountered this issue while applying maintenance to z/OS 2.4.I opened a
ticket to IBM, and found that there is another PTF, OA60532(UJ05094), which
needs to be applied first, so that the stuff needed for DFPISMKD to run the
proper DFPMKDIR appears in SYS1.SAMPLIB.
