IBM does post an exported HTML copy of the Upgrade Workflow on the internet, so you wouldn't need to bring z/OSMF up, to get a copy. I don't know if the HTML is easy to use, but there is an alternative. https://www.ibm.com/docs/en/zos/2.5.0?topic=level-zos-upgrade-workflow
