An update, and more weirdness.
Alan Altmark posted an update to create a .java.policy that didn't appear to
work for me.
I had our CE upgrade the HMC microcode to Driver 22 and I still couldn't access
the integrated console or operating system messages.

did you try the circumvention proposed by Alan Altmark some weeks ago ?
In my case here it worked quite well after upgrading appropr. workstation for
remote HMC-access
to Java 8.

Hello:
Java V8 doesn't work with HMC operating system messages. We had the same
problem and we did a downgrade to firefox 21.0 and Java version 7.17. Yoy can
view your HMC operations guide for requirements.

Thanks to those who suggested checking for pop-ups etc.
None of that worked.
After seeing the post about an open PMR where IBM acknowledged problems with
JAVA 8 I uninstalled it and went back to JAVA7_21.
Now my integrated console and operating system messages are available again.

If you go to Java Configurations (search on Start menu for Configure
Java) Java tab there should be a View button or something (mine is
portuguese-translated), you will see which Java Runtime are available for
either system-wide or user-wide applications. Mine has Java 1.7 and Java

Double check to make sure that you are not suppressing pop-ups in your browser
settings, of if you are, that your HMC is an exception. Also verify in the
JAVA security allows execution from the HMC IP address.

HMC interface loads and I'm able to navigate thru screns, but Operating
Systems Messages console does not open. Luckly it does open in my native
Linux.
