I believe that the data areas for z/OS 2.1 were never available within
Knowledge Center, available only via PDF (such as by the link that John
Eells provided).
An improvement in the process by which those books are produced has let
them become part of Knowledge Center for z/OS 2.2.

I forwarded this to someone I think can get it taken care of. As Monday
is a holiday here, though, and many are off today as well (it was very
easy to get a nearby parking space!), I would not expect instant action.
