If Abishek has installed RH9 complete then all he has to do is:
chkconfig --level 35 htppd
Try the following
for i in `cat /file with user list`

useradd $i
done
To change their password in bulk
chpasswd filename
Where filename is a file with user:password format
You may want to use chpasswd -e filename, if the file has
user:encrypted passwd format.
