My first suspect would be this hotplug thing. What is it upto. I have
used Zyxel omni.net plus modem or TA whatever you call it and it works
fine. I have used it about a year ago.

my Zyxel ISDN modem used to work perfectly in Redhat
Linux 7.2 but i have now upgraded it to PCQLinux 8.0
(redhat 8.0) since then this problem is coming. hope
someone can help me.

I used to connect using zyxel ISDN modem perfectly fine in redhat 6.2.
Zyxel had something peculiar with its ISDN setup .. You can check the AT
commands for Zyxel in its manual
It uses ATDI when using ISDN line to dial. I used to issue
these two commands :
ATZ --- for intializing modem
