I would be willing to bet that the problem is viewing video on the web. Thats because Tiger is too old now, and doesn't support the latest Flash Player. You could safely update to Leopard without upgrading the ram, but you would soon need to upgrade that as well, because Leopard is on it's way

No Mouse with AHT

Hopefully this isn't what is happening for you, but I removed a ram chip out of a G4 iMac, and it didn't want to budge either. The problem was that the chip appeared to be corroded into place! Don't know how that happened. I did get it out, and cleaned the slot with a tiny bit of rubbing alcohol,

Just beware of the known problems with a G5 iMac. The 1st generation G5 iMac had faulty capacitors, as well as power supplies, and the generation after that commonly had video chip problems. If you can get a 1st generation G5 iMac, that has good capacitors, and a good power supply, hopefully one
