I would be willing to bet that the problem is viewing video on the web. Thats because Tiger is too old now, and doesn't support the latest Flash Player. You could safely update to Leopard without upgrading the ram, but you would soon need to upgrade that as well, because Leopard is on it's way out.
I would definitely upgrade the ram to at least 2GB, and update the OS to the newest, 10.7 Lion.
