Export and reimport the contents of the PST into a new PST. The UID
cache is stored as part of the PST file itself, and if it becomes
corrupt, even SCANPST will not fix it.

I'm sure it's because IWEBMSG is geared for users, not admins. If you
have a userbase that you'd trust to write rules from scratch, yours is
a rare case.

one thing to look for when you see 5 copies of a message is a loop
somewhere. IMail is hard-coded to limit loops to 5 copies.

whole rules files you can give them FTP access to their user directory.

If you are using the stock templates, in the drop down box select "Change
Processing Rules". This is for personal rules. For Admin (domain) select
"Domain Processing Rules"
