the problem seems to be caused by the -T flag in the perl execution
line. We are running apache 1.3.19 on a Sun server. Perl version is

but the set up sounds more complicated.
I don't know that WinCVS setup itself is complicated. It's fairly straight
forward. If you mix in something like ssh then it becomes more complicated.
