Don't know how much it will help, but the jCVS client allows you to type
parameters to commands (as opposed to setting them like in wincvs).

The init command initialises the repository. You then need to create
modules within that repository, using the import command. When you use
checkout, you check out modules, not the repository. That's why CVSROOT
works - it is a module within your repository.

Is there a way/hack/tool where you can use a database as a repository for
CVS? It is just an idle thought at the moment, but we are thinking of using
CVS as the engine for a CMS. I'm not sure if it could work, or even if it
is such a good idea... any experience?

I had the same problem, using WinCVS with CVS 1.10.8. It is a bug in CVS.
I switched to using jCVS (a Java GUI client), which has its own built in
client. That solved the problem. Get it from http://www.jcvs.org/.
