I believe the line in Root takes precedence over whatever CVSROOT is set to.
You can always just add a line to your hosts file for your cvs server so you
can always use the name(vs the ip). The downside you will then be
responsible for maintaining that ip-name mapping if your server ever changes
nd in XXX. "cvs log -rSOME_TAG:"
with a single : works as expected.
I am running the tip of the cvs tree on win2k built using cvsnt.mak.

It would seem that this kind of control would go against recent threads on this list about externalizing the authentication by requiring CVS to understand more about users and permissions than it does now.
