I think that this has been covered before, but I havn't been able to dig a definitive answer out of
the docs or the FAQ so please bear with me.
1) Is it possible to tag a branch by date/time?
(i.e will this put a tag SOMETAG on BRANC

The key is -kb option. Look for it in the cvs documentation, but
simply using -kb should work.

There are 2 commands in wincvs:
- Add files
- Add binary files
Wincvs will warn you if you are trying to submit a binary file
as text or visa versa. In your case you should make sure that
the file is text and use the "Add files..." command under
"CVS files" menu.

Nope. Import is there to track of *third* party software,
changes -- it wouldn't matter whether you're ftp'ing or
