does anybody know if there is any documentation on how to use this
package to implement mail filtering. The documentation is not very
forthcoming, and the only hits from google are from different flavours of
the rpm.

I was probably not being clear, an explanation of Fetchmail's default
behaviour with users that do not appear in the system can be found here;

However, this behaviour is changed very easily as a kind correspondent
on the Fetcma
the saslpasswd2 program earlier, and
voila, you have been authenticated via sasldb. Type help at the command
prompt for further help on cyradm.

Check /etc/sasldb2. It should be owned by cyru
How are you launching cyradm? Is there a cyrus user allready set up on your
machine, if there is use that one, if not , create a user specifically for
administrating the Cyrus server. See Luc de Low's Howto, (only partially
relevant if you are using rpms, but still good for the setup phase) at
