Although we are a mac school (big surprise coming here) I still use
a
PC and have one at home. (See I told you it was a big surprise.)
I agree with Chad and Jeremy on Audacity. It is free and I used it to
transfer musch of my music collection that I had on cassette
Our special ed department is looking at purchasing a couple Ipods to record
tests on for the students. I am in a PC environment and am wondering what
software is being used to replace Garage Band that is used for the MAC's

Have you tried Audacity? I am not exactly sure what you're looking to do
besides record and save as mp3 but Audacity should do the trick for you.
