Jackie, I think part of is the key. It is tough to rely on the phone system alone as an intercom because it does not cover the halls and rooms without phones. That said, you can easily tie most phone systems to an paging amp to get the best of both using paging groups. You will want to

Jackie, We use a hybrid. The phones do not have very good volume and teachers were adjusting speakerphone so it was comfortable while they sat at their desks. Secondly, the phones are not in the hallways and thus we were unable to get the announcements in the halls. So we use phones and
