Tony, try removing the spaces in the path to the OU: "ou=2009, dc=hcsd,
dc=local"
Try instead: "ou=2009,dc=hcsd,dc=local"

Tony, if you're having problems with CSVDE you can try to export using
the GUI.
1) Open Active Directory
2) Browse to the OU which contains the information you want to
export
3) Right-click the OU which contains the information you want to
expo

Try leaving the c:\ off and capping the OU and DC...like this:
CSVDE -d "OU=2009, DC=hcsd, dc=local" -f output.csv
