We are just starting this year with 6-12 and are doing it in-house with Ability
Mail. Very simple, very cheap and very configurable.
We had both the students and their parents sign a user agreement.

We are using SmarterMail hosted through the AEA for grades 5-12 at the
moment. Have you looked into Google Apps for Education, and getting all
students set up with Gmail?
