Reading this document made me believe that fragment should NOT be deprecated
and the support for fragment would be better in long-term. I personally agree
on such observations and conclusions. I support the publication of this
document. Thanks authors for gather these value information.

Chiming in a bit late, I have a few things to add to the thread:
1.) Ron's paraphrase below captures my intent precisely.
2.) As Fred points out (and as I mentioned in my original post), it
is possible that some middleboxes will filter UDP datagrams with
UDP Length > L4 leng
