question are Canadian stations, but without a Canadian broadcasting license. No

The Mexican stations (XERB, XETRA, etc all broadcast English to a Southern
California audience for years. Their studios were in LA and San Diego. I
remember seeing both XERB and XEGM back in the 1970 in LA. Has the rules
changed? Or maybe Canada is more strict than the U.S.?
