The time slot 1220-1300 is a little problematic here on 738 because of heavy
predawn splatter from 740-KCBS, and 1143 usually isn't received very well here
at that time. I'll try for them again

That audio’s kind of rough Gary. Wouldn’t hazard a guess at the language -
though it’s NOT Mandarin. ;-)
In going thru Grayland wav files from a month back I found 1143 going out of
Mandarin and into what appeared to be Tagalog or some other Philippino dialect.
I can’t recall the time now.
As Nick has reported, Taiwan Fisheries has started broadcasting in Indonesian
and possibly other languages besides Chinese, Although I'm no expert on
Indonesian, this recording of the station at 1337 UTC this morning on 738 kHz
certainly wasn't in Mandarin. A trace of the same apparent speech
