FYI, It looks like infra has now set things up so that email replies
to jira issues will be added as jira comments (but I haven't
personally tried it).
Someone brought this idea up at the Lucene BOF at ApacheCon.

Hmmm ... do we want to change the default reply-to? I'd be +1 for that.
The stuff would appear on dev anyway, right, because the Jira events get
mailed there?
