I've just looked at the dialog. There are two checkboxes followed by a combo
box. Like you, I have the two checkboxes checked. For the combo box, I have
"always" selected. JAWS starts at the log-in screen on my system. Is it
possible you have made a different selection in this combo box?

You need to uncheck the boxes in the apps itself, in order to prevents them
to start at the startup of windows.
