Yes, but we are talking about VLC player random function, not winamp.
I prefer randomising the playlist in winamp with alt-shift-r rather than
using shuffle mode. The reason is that when using shuffle it's impo

It does, yes. I generally only use it for videos, though. However you can
make playlists with VLC, import folders using the file explorer context
menu, etc. It pretty much plays any format you can think of
