If it were me, I would not mess with the registry tweak to w-10.
I don't understand what all the fuss is about.
When you use the quick start feature of w-10 you come to the log-in screen in
about 10 seconds, who cares about any windows

sounds and disable the quick start. Other than this, you
will get the startup sound when restarting but not from a
cold boot
