I am using windows 8.1 and jaws 15
and I some how deleted control panel from my desk top how do I put
control panel pack on the desk top?

You may try the following.
Do shift + tab, to get to the desktop.
Once on the desktop, locate the User icon.
Enter on the User icon.
Once inside this folder.
The second one should be Desktop
.

how do you get to the desk top properties?
The way I am trying to do it is press control space bar to unselected
icon on the desk top and then press the application key but properties
is not in the list.
so how would I go about doing it?
I am using windows 8.1 and Jaws
The icon on the desktop is nothing more than a shortcut to control panel, so
no harm will occur if you remove it from there.

sounds like a display setting. I'm using Windows Vista home premium, and
mine doesn't do that.
