Delay selection of next LTS baseline by 2 weeks or 4 weeks

I've proposed to the Jenkins user experience SIG mailing list that we delay the selection of the next LTS baseline either 2 weeks or 4 weeks so that we can reduce the number of regressions currently open in the weekly releases. Discussion at https://groups.google.com/g/jenkinsci-ux/c/AFe-kcqoEo
