I doubt this will have any affect on your specific problem, but you may want to use the long term support release of Jenkins, instead of the weekly release that you chose. The weekly release is on the cutting edge, so sometimes there are problems which don't appear in the long term support

I have un-installed and re-installed Jenkins twice from scratch. I installed the MSBuild plugin and some others and Jenkins shows them as installed. The Jenkins service is restarted, but the plugins do not appear in System Configuration. Tried a reboot of the system and nothing. This is
