Yes the behaviour is correct - I am not sure what I did to cause the
problem, but when In re-did it it was OK, the subsequent plugins
appeared correctly in the same menu item.

I'm not totally up to speed on the JUMPConfiguration class, although I think
that I understand its basic purpose.
I think it would be a good idea to have the flexibility of determining which
cursor tools and menus are loaded at runtime via an XML file and that it
would be a good evolution of Open

the error seems to be reasoned by a mixture of problems.
- some snapping related values (on/off) are set on the blackboard while
other are set on the persistent-blackboard (inside the blackboard) i.e.:
