I image this tool would be important (or a similar one) for a mobile Openjump.
It is quite useful for fast annotation in field, too.

It is possible that the NoteTool plug-in was never set-up for
internationalization.
I'm really surprised to hear about that second bug. I have no idea why

a couple of observations about the language file
1) NoteTool can't be translate
2) This is a strange bug.
BeanTools, once translated into Italian (Strumenti Benashell), it desapears
from the OpenJUMP menu (aftre launched). If I leave the english name, it
appears again.
