If you need heavy sampling then using service PIC/monitoring PIC is the
option that you can choose.
If you use a service PIC/monitoring PIC, the sampled packets don't go
into RE-PFE link but handled by the PICs with higher performance.

Google'ing further suggests that because the internal RE-PFE
link is only a 100Mbps Fast-E connection,
Meaning that Downstream Unsolicited method of label distribution is used
(and agreed when negotiate session parameters by exchanging LDP
Initialization messages).

Have you got 'default-address-selection' configured on the router?
This changes the default behaviour in terms of source address selection,
which has helped me in similar cases. If you don't have it enabled, it
might be worth trying it, if you do, it might be worth disabling it.
