Have you tried 0/1 and 128/1 instead of 0/0?
That’s also required for backup-router destination as well, so might solve this
problem too.

FYI-
QFX 5100 VC and VCF do not support ISSU until 2016Q1, only NSSU now. Stand
alone QFX and QFabric do support ISSU.
