It's not about one format being wrong or right, it's a personal preference
whether to use 12 or 24-hour time. Most applications/apps/OSes have it as a

Steps to reproduce:
- System Settings->Applicatins->Default Applications->Terminal Emulator
- 'Use konsole as terminal application', click Apply

If this bug can't be fixed would it be better instead to just have Okular use
the lpr command directly to print things? That works as a manual workaround for
me at the moment
