Sorry, but it turned out that the flickering-issue is NOT really fixed with the
upstream-kernel.
Sometimes a boot again ends in a flickering screen as before.

Touchpad doesn't work at all after fresh in
this commit only fix DNV, instead of KBL-NUC. Our engineer is contacting
upstream for confirmation. The commit will be soon for KBL-NUC. I will
input the commit here.
About the testing,
1) loading two modules
#modprobe i2c_i801
#modprobe iTCO_wdt
2) check watchdog device
ls /dev/watchdog*
3) run
The freeze is nearly completely gone for me with 4.18.8 Netext73 kernel.
There are slight hangs remaining, but it never takes more than ≈2 sec.

In response to the previous question - this occurred after upgrading

I have the same issue. Tried today on daily Ubuntu 18.10 build run from live
USB.
The system boots fine or resumes fine with tb16 sick attached. It also survives
disconnecting the dock.
