had to make patch #1 a backport because we now have applied bdbeb0dde425
"drm/amdgpu: filter out radeon PCI device IDs" to jammy. This required
some context adjustments.

Picked upstream commit 83810f84ecf11dfc5a9414a8b762c3501b328185 instead
of the SAUCE version. Note this has the order of turning off USB2 and
USB3 ports turned around compared to the SAUCE patch (first USB2, then
USB3).

This cannot be considered as regression testing, I did specific testing
for specific (important) use cases.
