Just tested with the latest proposed kernel: It's working. Although it takes
about 30 minutes after the booting with the new kernel for the lines to slowly
vanish. Truly a weird bug.

Similar problem over here, resume reproducibly fails on my Dell Mini 1018:
STR seems to work properly when closing the lid:
Blanked screen, pulsating power led etc. When I try to wake up the system, the
power LED would switch on, however the screen stays black.

Is there any issue with removing the intel-microcode package with the
-38 kernel? The intel-microcode package does not seem to get installed
on a fresh 16.04.4 system and the Spectre/Meltdown checker referenced
earlier shows no vulnerability as the mitigation is all done in the
kernel.

But it did not solve the problem for me.
If I build via "make-kpkg", then the debian/rules gets overwritten which
contains the patch.

Thanks to the instructions posted by @cjjefcoat I was able to get 116 up
and running on my machine. The only difference was that after purging
the toolchain ppa I had to run update-alternatives to get gcc to point
to gcc-5.

I purged the -116 packages and then re-installed them but it didn't
help. What's worse, is that now Unity doesn't work in -112, but
fortunately my Gnome session still works fine.
Here are the commands I executed to reinstall the -116 kernel:
