I just bought a KT76 for 150 and sent it off to transponderrepair.com which cost
me another $135. It was fine and now I have a good transponder. You can call
them and ask about the mods. I do know that the ACK encoders need to be mod4 or
above.

Used transponders cost more than they are worth and transceivers can be a
problem if not operational.Repair is available but getting harder to
find.The transmitter cavity in the transponder can go bad and replacement
