The bug is still present in Kubuntu 19.10 (KDE Plasma 5.16.5), and it
appeared two years ago in Kubuntu 17.10.
I have reinstalled the package print-manager on my notebook to install a
new printer, but I was obliged to remove print-manager after plasma

I first encountered that bug when installing Kubuntu 17.10 on my HP
Zbook. I found a turnaround (see below) but the bug reappeared today
after upgrading to Kubuntu 18.04.
The segfault appears in libkcupslib.so, which is in the print-manager package:
$ apt-file search libkcupslib.so

The problem seem to be a "timed out" problem with NetworkManager

The proposed workaround works on my PC (Kubuntu 15.10 64 bits). Thanks.

@Flames_in_Paradise
I confirm that when I deactivate B-tooth on my laptop, the bug is then present.
And disappears when I activate B-tooth.
I agree that this bug is annoying: it is not critical for someone at
ease with Linux but newbies could run away from Kubuntu... And it is no
chance it

it seems thought transmission is faster than light ;-)
The fix has solved the problem on two machines under Kubuntu 15.10 64
bits and one machine under Kubuntu 15.10 32 bits (but the CPU is 64
bits). I have no access to the 4th machine this week.
I have also noticed that on a
Waiting for the fix, my workaround is to automatically launch the
Yakuake terminal at startup: by pressing F12 I can access to yakuake and
work in command line, waiting for plasma to be ready. You can then
launch firefox or libreoffice by command line, for example.

After this morning upgrade on two machines, the message "Configuration
file "//.config/kwalletd5rc" not writable..." does not happen anymore.
But now, KDE/Plasma is much very long to launch. I do not know if this
this due to the kwallet upgrade, but the message was far less annoying
than to wait
