Have checked this this morning after the updates overnight, and after
restarting my session (logout, C-A-Bs X/KDM, login) the Public File
Server applet loads fine, and the Konqueror 'Kubuntu File Manager'

I can confirm this.
kdenetwork and avahi don't seem to have been updated lately, so it must be
something else.

That may well be the case.
However, running 'ldd /usr/lib/kde3/kio_zeroconf.so' yields no missing
library. Same thing if I run 'ldd /usr/lib/libkdnssd.so.1'.
I can easily run 'avahi-discover' from the commandline, and
