my Slovenian LO61b1 is 100 % localized (except for a few strings) - I am
not using Pootle - and here is the screenshot:

Probably Pootle was not updated to last changes in UI, I remember in late
April some already translated strings became fuzzy because of som
File ticket https://bugs.documentfoundation.org/show_bug.cgi?id=118012 about
that.
