It finally works! Turns out that it was a cable problem. I was using a straight through cable but I actually did need crossover cables. Thank you so much for all your help.

Thanks, you were right. When I closed all the programs that were running and then reran labview, that error disappeared. Funny thing though, now I get an error -1073807339 (timeout expired) for my VISA write. As you can tell, I'm new at this.
