There's no reason a standalone application can't be a web app. In fact I've done one at work using python ( http://developer.spikesource.com/wiki/index.php/Projects:sam ). Add a little AJAX for GUI goodness, compile it into an exe for windows folks (for mac, linux geeks it'll run out of the box).
