It really is up to you - and how you want to be able to use features
like "Show List".
I've been making each Certificate I have a Master Source and each
index a Master Source.
I'm planning on changing that before I have too many certificates, as
I'd find it useful to use Show List

Your proposed method is the one which I use and I find no problems with it.
As you say it does keep the number of Master Sources down.

I use a master source for all birth records from the same facility. For
example if I have 4 birth certificates that were issued from the NY City
Dept of Health, then I would cite the Master Source as Birth Certificate NYC
Dept of Health. If I obtained an older certificate that was originally
issued
I create one master source for the city and department where the
certificates are held and then put the individuals information in the
detail.
Sounds like what some others who have replied do.

Certificate/Record - Birth
Certificate/Record - Confirmation
Certificate/Record - Death
Certificate/Record - Divorce
Certificate/Record - Marriage

One source of information that I hit today was
Passenger Lists. Do you create one Master Source per
source type, ship, or voyage?
