The coloured arrows indicate the status of that person in relation to
their match/links to the LDS nFS database. Greyed out ones have not been
matched yet.

It means that YOU have matched that person to a person in NewFamilySearch.
Try going to NewFamilySearch from any other person in your database
and select a match then when you go back to Legacy, that individual
will have colored arrows.
