This latest patch fixes the symmetry issue.
The cherry-pick for the 24.8 branch is in Gerrit.
TBH after using this wider outline for some time, I now find it quite normal to

When selecting a single cell, the new border is not drawn over the grid, as it
used to be in LO 24.2. This looks weird to me, as it is drawn over the adjacent

FTR the wider border was a fix for bug 143733 which requested to make the
border wider (actually it is the active cell overlay). Then in bug 161204 we
adjusted this new overlay to make it behave better
