The vehicle was exceeding the speed limit (38 mph in a 35 zone). To me, that indicates that Uber tweaked the system, possibly to optimise profit. What might another setup have done? It's probably best to wait until the investigation is complete.

Bit hard to see, but it doesn't look like the car braked at all. It certainly didn't avoid, and it doesn't look like there was anything else on the road. Maybe the pedestrian assumed that the car would drive around her - I certainly make that assumption sometimes, but maybe not with a car travell
