Trying to get linphone which is the method airtraq app in iOS uses to notify
others of a call. If I am not in the app, there is no push notification to let
me know to go into the app. What am I doing wrong that I am unable to get these
notifications? I do have allow push notifications turned on

I don't know what you want to achieve...
Push notifications are working out of the box with our free sip service
(linphone.org) but you may need to configure it yourself if you built
Linphone from source.

Yes it's possible with google push notification.
To enable google push in Linphone, remove 'google-service.json' file if
it exist, add the GCM key at 'push_sender_id' and add 'google' at
'push_type' in 'res/values/non_localizable_custom.xml'
