clk_prepare_enable.

Move NAPI enable to 'ath10k_ahb_hif_start' from
'ath10k_ahb_hif_power_up'. This is to maintain the symmetry
of calling napi_enable() from

As reported by Patrice, the header layout of the decompressor is
incorrect when building for v7-M. In this case, the __nop macro
resolves
