yes, YOU CAN ran a telnet securely . It's called using tcp wrappers.
Now, granted, passwords are in the clear, BUT, if the server side can support it,
and the client side has it (linux to linux) then there is the Kerbros
authentication, and
the "-x " data stream encryption.

Telnet is not secure. There are programs you can buy that claim to secure telnet. The
easiest answer is ssh.
