One of our guys was talking about the restore issue which sounds similar.
He found you have to restore all databases including the config ones
They have to all be at the same point in time.
So your backups need to back everything up

application in the new server, including creating a new database. Then
using a batch command similar to below to delete the newly created
database and replace it with the restored database.
